THE EXTEND OF LEGAL LITERACY - SUB THEMES


What processes or social innovations are being used to deliberate and consult over future public policy choices in these areas? Who and what is controlling the debate?

A. Contact through lawyers and social activists working in the Units of our organisation spread over Kerala state, Delhi and other areas. Organizational activities are in progress in the state of Tamil Nadu, Karnataka, Andhra Pradesh and Maharashtra. The debate is controlled by the Executive Committee with its Chairman Justice. K.Sukumaran.. Emphasis is given to disseminating legal knowledge among the people in tribal and rural areas.

How can technological innovation policy processes become more inclusive and responsive to poor people? How can one "democratize" new technology?

A. Contact through the meetings and Seminars organized for Legal Aid and Legal Literacy, the involvement of students and teachers, representatives of local administration and social Activists. For the purpose of dissemination of information and redressal of grievances all the available modern gadgets connected with information technology. 

Democratization of new technology can be planned by video kiosks, online workshops which can gather information from village assemblies and transmit to central office for being processed. This gives them a good exposure to the technological revolution to taking place.

What influences the dynamics of policy-making in different local and national contexts, and with what implications to the rural and poor populations?

A. The awareness of the legal right will reflect in the assertion of rights. The benefits will go to the poor people. Rural and poor population will benefit from purposive interactions, and educational inputs. The knowledge imbibed by the people who attend the meetings and seminars and also by their interaction with the resource persons who guide and contact seminars enlighten in them an awareness of their valuable legal rights. This enables them to effectively participate in the various fields of administration in the democratic setup.

Case studies/lessons learned from stakeholder participation in the governance of past technologies (innovation, adoption, and/or negotiation.

A. The feedbacks that are already received from various Centers and units, reveal how effective the interaction with the resource person organizing the seminar had been in enabling the people who effectively participating the functioning of local bodies. The knowledge as regards the development of information technology has let those people to demand from the authorities concerned installation of such facilities in their locality.

How are issues of indigenous/traditional knowledge integrated in these debates?

A. Indigenous and traditional knowledge will be collected at the local units through the interactions and meetings. A conference on water with the participation of the farmers suffering from water shortage would give local knowledge of irrigational practices and water reservation techniques. Possibilities of integrating modern techniques with traditional knowledge can better be explored by these processes.

A meeting of the tribals group in Silent Valley can amass rich knowledge of tribal medicines and facilitate scientific study of herbs and medicinal plants to be blended with modern scientific technologies.

We have already held various meetings view to highlight the importance of conversation of water, promotion of study of tribal medicine, promotion of cultivation of herbs & medicinal plan and also for the blending of indigenous medicine with modern scientific technology. Interaction of the participant of meeting with the expert of various fields has created awareness among the people about the necessity of conversation of water as well as preservation of indigenous medicine.

How can women's participation in policymaking roles associated with these technologies become more effective?

A. Women’s group will have to be identified with particular attention. Many are engaged in the fields, and traditional crafts like, gathering of forest produce, weaving, and employment in schools hospitals medical institutions and commercial enterprises. Dissemination of knowledge among women has enabled them to have effective participation in all spheres of activities including policy-making roles. More and more girls are acquiring knowledge in information Technology as a result of their awareness regarding modern scientific developments.

How can various stakeholders in the research system be more engaged and responsible in the public policy discourse that technology advances are impacting on society?

A. The activities will generate further contacts and expansion in different directions and spheres of human life. This will have impacts on society

What are cases-good and bad- of South-South or North-South learning in social impacts of new technologies?

8. The study of cases will have to await further activities, which have to be undertaken by the project.
