THE EXTEND OF LEGAL LITERACY - METHODOLOGY


To start with, the most important fact that has to taken into consideration, before we move in to the techniques and methods selected to achieve our objectives, is to find out how, we can harness knowledge, management of this knowledge, and finally, how this can be communicated and applied to get the desired results.

We could start with taking a survey or census specially for the proposed project, to gauge the extent of legal literacy of the masses. Once we know the extent of deficiency, remedial measures will have to be planned, such as legal literacy classes, periodic meetings, promote debates and seminars at the local, state and national level, establishment of venues for meetings, where modern techonlogies like online workshop facilities are avialiable.

All human beings should be aware of their rights and this is possible with a basic knowledge of the law. Secondly, committees can be organised, with their local headquarters in the court complexes. These committees in turn will have sub committees in panchayats. Emphasis should be given to the point that, there are a large number of educated and enlightened people, who have retired from service. But these people are not using their expertise and experience to uses, that would help the common man. For example, the retired judges of the Supreme and the High courts have formed an association, who have passed a resolution asking its members to get involved in public projects.

Similar groups or associations of retired people from different fields could get together, and thereby constitute a workforce for the betterment of society. An assessment of the impact of their laudable work can be taken periodically. Further more, special attention must be given to the handicapped, the minorities, tribal, oppressed and repressed people. The next priority will be to manage the knowledge gained, marshalling them, and communicating this to other areas, for development.

Women’s groups will have to be identified with particular attention. Many are engaged in the fields, and traditional crafts like gathering of forest produce, weaving etc, while others are working in diverse fields such as hospitals, residential and commercial establishments etc. Each woman, will have different time schedules, of their free time. Therefore the time and the day should be fixed, with each group, for interaction with our counselors. Women have always been known as the "weaker sex", and this adage is being exploited.

It is now the time for women to learn about their rights, whether it is social, moral, financial or matrimonial. Only then, can they stand upto the injustice, prejudice and discrimination, that they have to face everyday. Legal awareness will help them to a very great extent, but the real beneficiaries will be the women from the lower middle class, especially in Third world countries. With the expected spread of legal education from the high schools, large number of young boys and girls, will be initiated into the basics of jurisprudence, and they can later be volunteers to spread legal awareness among people.
