THE EXTEND OF LEGAL LITERACY


(THE EXTEND OF LEGAL LITERACY IS A PROJECT OF NISA TRUST)

METHODOLOGY         SUB THEMES
 

A census operation will have to be conducted initially to ascertain the extend of legal literacy. Different areas in the state, different groups of peoples such as workers, tradesmen white color jobs will have to be undertaken even among workers.

There will be sub-classification such as agricultural workers, fishermen, plantation workers and farmers who while owning and holding land will also work in their fields and farms. This will require operations from seacoast to forest areas in a state like Kerala.

Sample survey method will have to be adopted for getting the necessary data for analysis. Motivated teachers, students of mature age, social activists, elected representatives at the local level and non-governmental organization could be got involved in the process.

When the extent of deficiency in legal literacy is ascertained, suitable remedial measures will have to be planned. This will depend on the nature of the occupation of the people and the living habits. The fisher women for example may have leisure hours when the men are at sea. Legal literacy classes can be arranged at the times convenient to them depending on the return of the men folk from the sea after the fishing operation.

In organized sectors like plantations, the workers will be free after their regular hours of work among unorganized rural forms, prayer meeting and church assemblies can be venues for legal literacy as well.

With the expected spread of legal education through the Xth standard students large number of young boys and girls with adequate familiarity in legal educational techniques will be available. They can be deputed for legal literacy exercises in different areas and among different groups.

Periodic assemblies of educators and beneficiaries can be organized. Inter-district conferences will incidentally generate fraternal feeling and emotional integration.

Motivated groups can establish reading rooms/Libraries/Meeting places, where modern technologies like computers E-mail facilities and the like are available.

A mobile phone or an E-mail message can obviate a delay in filing a First Information Report about a crime. The actions and omission of a corrupt official or politician could be transmitted to superior authorities, administrative agencies or to the media. This will improve the quality of the administration of justice and purity in public life.

                           RESULTS AND DISSEMINATION                


Improvement in Legal Literacy, and upward change in the quality of life results in cultural progress. The groups of people with legal awareness will see that the children get proper education. Enlightened will inculcate values in the new generation. Legal awareness will promote critical approach to life. This will result in an egalitarian society.

The results can be disseminated through local assemblies, media including Electronic and print. Among these modes of dissemination, local assemblies will be the best because they will facilitate interaction between the participants. This is totally absent when results are dispersed through the newspaper or the T.V. channel. Information through them will be garbled and selective.

Institution like the Clubs or their counter parts in a developing society will be more beneficial. An activist in a legal lirature Forum can attend the meetings of such clubs and assemblies. That will be operational two ways, by the activists giving helpful hints to the members of the assembly, and clearing their doubts.. The feedback will be useful for the Central organization in the formulation of policy which will govern future operations of the movement.

                                       EVALUATION                            


Evaluation will be made by the audit committee of ‘Niyama Sameeksha'. The committee will have a representative of the Kerala legal services authority, Bar Council, Indian Law Institute and a social organization such as Gandhi Peace Foundation or the State Library Council.

The committee shall meet on every third quarter of the 18 Months of the project period. The reports shall reach the Audit Committee not less than 15 days prior to the meeting. The minutes of the Audit Committee with the evaluation and observation will be prepared within one week and forwarded to all the units. There will be an annual evaluation, and the report will be placed before the General Body and the Annual Conference.
