LOOKING BACK
 

An adventurist idea occurred to me soon after I re-entered the profession after an interlude of about ten years. The situation was ripe in Kerala for a take off in a cultural and educative spheres. Collector K.R. Rajan had set the soil ready for a transplantation of ideas. The literacy Renovation was an epoch in the National plane.

Why not launch a 'Legal Literacy' drive? - was a thought which occurred to me.

A smart journalist who was a law graduate impressed me with the needed talent in Legal Literacy field.

Mr. Binu.  A rough mental calculation made us launch, along with some supporters, the 'Niyama Sameeksha'.

More than six years have rolled on. Legal Literacy movement has taken roots in Indian soil.

When the Kerala Sahitya Acadamy announced an award for the best collection of essays, I was happy that the Legal Literacy movement was honoured. I rejoice on this occasion.

Dr. K.N.Raj gave a wise counsel in the early days. Avoid financial support, which can compromise with the independence of the views. We endeavored to stick to the advice.

Many are the supporters who had sustained the publication during there trying times. They are too many to be referred to by name. Our hearts go to them in grateful recollection for the good services rendered.

'Niyama Sameeksha' registered an impressive progress in recent times. A decision to open local units in every court complex was a major development. New units are there in Trivandrum, Cherthallai, Trichur and Calicut. And many are in the formative stages.

The enthusiastic response from different segments, even beyond the Territorial limits of Kerala, gave us great confidence in crossing the Ghats. A unit was opened in the capital of India. Justice K. T. Thomas launched it in a meeting presided over by Justice K. G. Balakrishnan. Very soon, we released from Delhi a sensational issue of the publication of contemporary relevance - on the Prevention of Terrorism.

It was in that meeting that lawyers and others from different parts of India discussed the programs of an all India Legal Education. The campaign is on.

The Kerala State Legal Service Authority, with an imaginative and dynamic leadership of its Chairman Justice Gaffoor, has already set on motion a syllabus for educating the 9th standard students into study of Constitution, Fundamental Rights, Fundamental Duties, Environmental Laws and the very many new horizons of Legal Education.

The Government of Kerala had been appreciative of the role in the new set up. An all Kerala campaign is already on.

It was at this juncture that the Kerala Sahitya Academy was appreciative of the link between Life and Law, when it awarded for the collection of essays compiled by me with a link between Law and Life.

The enlightened citizens of Cochin honoured that event by this function. It is more a recognition of Law and Life than any effort by me as an individual in the service of Law. I am grateful for the honour rendered for Law and for Literature. Justice Cyriac Joseph had seen much of Kerala & outside. His is an assessment which I very much value.

When personal affection overflows the limits, there are bound to be excessive inundation of propries. When the floods subside, one may at least notice a hazy deposit of alluvial soil.

Let this mark of affection prompt the promising talents in law and literature to conquer new heights.

Niyama Sameeksha has now a roof of its own. It has now a Web site.

Butteworths requested me to revise the will work milla's Partnership, I felt that a study of Law advised was and rewarded. Here of it is the in situation of law that is really rewarded.

I thank the organizers of the function. We shall endeavor try to deserve the confidence that have been reposed in us for bringing out a system based on Rule of Law, for which the first step is legal literacy. Kerala can set the goal for such a great experiment.
